Honestly the best way to keep him safe would to be to move his permanent living space indoors and to let playtime be a couple hours outside.
There is no perfect solution to outdoor housing, as cats and willing to kill or hurt rabbits too if not properly supervised, and there is always the chance of mites or other harmful bugs. Not all are easy to detect. For example, when I took my rabbits to the vet recently she told me about something called "walking dandruff" that can infect a rabbit's ear and go undetected because it looking just like dandruff unless if you watch it closely to see if it moves.
There are many threats outdoors, not just in the form of big land animals. While outside can be good for play, indoors will always be vastly safer for housing, for numerous reasons.
So yeah, long story short if you just want to tackle rats you can set up traps, there are a plethora of styles to go for, but the best way to ensure safety from everything would be to move the bun inside. ^^
