It was a place with all kinds of pets such as birds, cats, dogs, rabbits, and fish. I'm pretty sure it was not a breeder.
I'm pretty calm holding her leash, when I see another dog pass by though, I pull her close to me and say no.

When does she start barking are the dogs close to you or as soon as she sees them from far away?
what you can do is teach her seeing new dogs equals good things try get to a distance that she's not barking but can see the other dog than give treats.
When she starts barking try and calm her down put her in a sit or have her focus on you or move away until she stops barking than give a treat. that's what I do with my dogs. I'm sure more people will chime in.

She might sense you being anxious knowing she does that. Say no, and keep walking calmly. Your body posture and mood travels from you and the leash and Bella will pick that sense up and bark, as a protection to you. Give her treats every time she ignores and praise her for it. She'll get the idea eventually and ignore other dogs and people.

    Samson is five months old now~ I got him early Christmas presents which were six toys in a stocking, a sweater for outside, a new collar and a leash. He meet a two new dogs, Rocky and a Fifi, Samson literally had a blast.

    This is Sheba (red collar) and Ty (no collar). I'm taking them to the store so I can buy them a Christmas sweater, and I also need to buy a collar for Ty. After that, its bath time and oh do they hate bath time..
