Can you tell your tank size, how it's stocked(+which fish is sick), what's your water change rutine and what are the ammonia, nitrite and nitrate levels at the moment? If possible pic of the sick fish to make sure it's actually fin rot and not just ripped or nipped fins.
Fin rot is very often due poor water quality, so if you keep the water in tip top condition it should go away on it's own. But if you must medicate it; one possible medicine could be something called Myxazin by Waterlife(it doesn't kill filter bacteria like some other anti-bacteria medicine do, so it's pretty mild).
It's a 5 gallon tank, one betta, and I change approx 2 gallons a week. The bottom fin and the tail have darkened at the ends, and are a little ripped. I think it was because of a fake plant, so I took that out. I don't know the ammonia, nitrates, and nitrates. I'll try to get a picture.
So more frequent water changes would work? How often and how much?
Cycled, filtered and heated? If the fake plant was plastic instead of silk, then it could be the source of the rips.
Yes more frenquent changes should work, also make sure you don't over feed(that's what caused fin rot to happen in my tank). I'd maybe start changing the water twice a week, 2 gal at a time should probably be okay. Without knowing the water parameters it's hard to say if they are the cause or not.
Fin rot should start to clear up pretty fast, but if it looks like it's only getting worse then I'd probably medicate it.

Have you cycled the tank and check the water parameters occasionally?
1,5gal is tiny, like I wouldn't keep a betta in tiny... Chances actually are you may not even find a filter that fits such a small tank(or at least personally I've never seen one). Cleaning the who tank every two three weeks is not good, the water gets really dirty in between and then if you really clean the whole thing(do 100% water change) it will throw the water parameters really off the usual everytime and that's not very ideal situation. With tank that small you'd probably need to do a water changes 2-3 times a week, possibly daily.
The purpose of a filter is first of all clean the water, move it around to creat current and thus also help oxygen dissolve into water little better, it also creates a surface for the good bacteria to grow on and thus helps keeping the tank cycle stable. I would personally never have a tank without filter, but it's not impossible to have one without.
