He went to the vet as soon as I noticed his difficulty moving around. He had two injections and is on Baytril. He improved yesterday, the day after the trip and then suddenly got worse than he was before the vet.

If he has had one stroke it's unfortunately pretty likely that he will have more. I have had two rats who had strokes, both around their second birthday, they both seemed to get better for a week or two before suddenly getting another, lethal stroke.
Hopefully it's just the ear infection that's worsening his balance, and that should clear up with the right antibiotic.

Yesterday I heard a loud screeching and I immediately checked on the mice to find poor Cocoa pinned down with Poppy on top, attacking her. A piece of both of Cocoa's ears are missing where Poppy bit her. I got the bleeding to stop quickly, thank goodness, and I rubbed on anti-infection stuff yesterday and again today. She's enjoying all the attention but not being poked with a q-tip xc I separated Poppy into her own 10 gallon tank. It's sad to see her alone but it's even more distressing to think she could have killed Cocoa...
