Are they in a tank? Seriously, all you can do about TE bedding in the food is let it happen. No matter what you do, they will kick bedding into their food. They're gerbils! That's what they like to do! They like to forage for their food, so they bury it.
As for the water, it's a bottle, right? Get a smaller water bottle and hook it to the top of your tank, or use Velcro and Velcro it onto the tank (that's what I did). Mine never had a problem with digging into their water bottle.
Im assuming you have a twenty gallon or more, if you have them in a tank.
