i think it depends on the bird and how they are raised. some birds are lovey right when you meet then, others may take some time. my two were very friendly when i got them. Connor was from a pet store and would lean his back up against the cage for petting. Skittles is from a breeder and she too was very loveable. but there are a lot of birds from pet stores and such that are very shy and they can take a lot of work.
hand raised birds are generally much friendlier than parent raised. parent raised tend to be shy and not very trusting right off but hand raised birds are used to the interaction at an early age. make sure the bird you are getting has been hand raised and tell the breeder that you would like a friendly bird. they should work with you =)
