If possible what are the ammonia nitrite and nitrate levels? : I don't know but they would be low. 100% water change yesterday night.
What is the issue or question? : Since the first day I got him, Ollie has always been at the top of the tank swimming around. We will only go just under the water but never to the bottom. He swimming is fine and I have lured him to the bottom with food and he can keep himself down and keep himself straight so I don't know why he would be at the top. There is a lot of water movement so a lot of gas exchange.
