Well, if the daddy's an ACD, that means the puppies while likely develop at least some form of ticking. ACDs are born with patches of color and clear white and, as they grow, colored hairs start growing into the white areas. Similar to how dalmatians are born all white and develop spotting with age.

Maybe, So far the just have the big spots, But did end up growing some smaller fadded spots later on. But his blue never came out..Just stayed white

Then he's not a blue heeler, he's just an Australian cattle dog. Judging by his picture he's not purebred though, because he's not shaped much like one and ACDs have completely upright ears.

No, He is Blue Heeler, We seen both parents when they got him. Some of his smaller spots didnt really show until he lost the wiry puppy hair.
That picture also is recent and he does have the shape of a Blue heeler.
But then Im not sure about his ears.

"Blue heeler" is just a term for blue colored Australian cattle dogs. If the dog isn't blue, it's not really a blue heeler, now is it? XD Also, he doesn't have the same stocky shape, so if he is purebred and not in fact a mix, he wasn't bred well.
