But his blue never came out..Just stayed white

Then he's not a blue heeler, he's just an Australian cattle dog. Judging by his picture he's not purebred though, because he's not shaped much like one and ACDs have completely upright ears.

That picture also is recent and he does have the shape of a Blue heeler.
But then Im not sure about his ears.
