I've always had the goal of owning some sort of seabird. Provided I had the setup to actually care for it, how hard would it be to get one through a rehab? (One that was non releasable for whatever reason)

Well... That's a tricky situation.
You cannot actually take a animal from a rescue. Be it a permanent resident or not. Because it is exposed to all the other animals, all the other species and whatever illness it has, it obviously means that it needs medical help. So, unfortunately you're out of luck there.

However! Depending on the bird you are wanting to get you CAN take these steps:

1. Make sure the bird is legal to import into your country if it is not native.
2. Make sure it is legal to own within your state, county and town.
3. If it is, go about asking to get your wildlife license. (call up your town hall and what not) even if you do not rescue, you do need to have one.
4. Find someone who is selling. You can find almost anything on exotic animal classifieds but WATCH for scams. NEVER send money via money order over the internet and ALWAYS make sure the animal are vet certified before purchasing.

Its not permitted at all? I thought that sometimes happened with non releaseable animals?

(How would i even go about getting something imported? I'm pretty sure its totally legal to own any non raptor, non native bird that doesn't migrate through here, but I have no idea how i'd go about getting some person to ship me a cormorant or something. No one actually sells seabirds)

Rescue question: what is everyone's least favorite species to deal with for whatever reason?

Well... I suppose it depends on your country and state as far as the rescue goes. but, we've contacted quite a few rescues before about housing their deer on our property but they said it was too risky. Even if they are not fit for release.

Well! Contact your Ag. Department of fish and wildlife for the import queston. it's different for every county, city, state, and country. We're moving quite soon, and I have to have my fish checked in with the department of agriculture because they're considered an invasive species in the county I'm moving to! It's quite weird! But, I'll let you know how that goes.

As for least favorite species? Possum. Opossums all the friggin way. They are so cute but my GOD they smell. even after baths. They 'sneeze' at you while trying to feed them, they're just a mess.

I love birds and once rescued a rainbow lorikeet- he was tame don't worry- and we named him on. I still have him now and he's soo cute. I say go to any other animal lovers and also if you find an animal that's injured make sure you call someone with a license to deal with it

I have never rescued wildlife -Tho I would LOVE LOVE too- but the rules here are pretty lax, so next year I plan on
Build bird houses
Wait for birds to move in
And if they are swallows I would chart how fast and slow and big and yadda the hatchlings grow. Its legal to handle the chicks (double checking, of course though) and it would be so much fun to. Of course I wouldn't hassle the chicks, I would only remove them to see how large the clutch is, how fast they grow, any runts, and if needed, relocate chicks (i.e. tiny runt chick dying moved to a newer clutch). I have friends who did this and thought it was very fun. And no, the parents didn't abadon the chicks, and they shouldn't anyways if they aren't disturbed while nesting (I did- and doing- a lot of research on this to make sure if I did it, it'd be safe for the chicks and parents)
