'Grand Prizes' which 'may or may not be given out'

it is now against the rules to list any prizes which 'may not be given out'.

We made this new rule to protect people from being scammed. Some people were clearly only offering conditional prizes to lure people in with an amazing pet, but had no intention of ever giving it away.

The new rule will be phased in. Any contests created from now on must follow the new rules. Pre-existing contests don't have to change their prize lists to match this new rule, but must follow this rule in future contests.

Just a quick question- on the contest prizes rules area, it says "Every prize listed must be awarded at the end of the contest if the entry conditions are met." Can you say, for example, "The grand prize of a Non-Balloon will be given out as long as I get X number of entries," or would you have to give it out as long as you got at least one entry into your contest?
