I feel your pain! I had the same experience during a Wanderer banner that one time and thus now own a R4 Itto's greatsword. The weapon banner is cruel.

And I got a Kequing con before a Neuvillette con on the current banner. xD

But hey... did you get your Kazuha? :o

i already have c1r1 neuv from release, now i'm just debating on if i want to pull his c2... I'm kind of waiting to see who reruns with arle! if it's furina i will skip neuv c2 in favor of trying to get her c1 at least, though that will of course be after i pull c0r1 arle....

i did get him! i have my sister do my pulls on genshin bc she has weird luck lmao. her luck on hsr on the other hand is VERY bad. keqing is i think the only 5 star from standard banner that i don't have. my sister pulled diluc for me while getting neuv con owo

Soooo I was randomly summoning for no reason whatsoever and got Neuvelwtehte?!???? About 20 pity in. Now I have no idea if I'm even gonna use him BUT I got two of his weapons trying to get staff of Homa I think I can't remember but I was so upset that I got TWO of his books at the time but now I'm like??? Well??? Maybe it's good now???

Long story short; should I keep both books or fuse them together and give it to him cuz I have no idea who else would benefit from the books passive honestly.

i agree with aventurine, definitely r1 it. i got neuvilette on accident too but in his first banner and he is amazing, i haven't fully build his talents yet but i use him in my current team and he deals great damage.
