Nicely put. I know those who have made such art only wish it in the best way, as I'd like to think a 'get-well' idea, it I don't believe it is very respectful to the actual country affected. Mainly, as I believe, because Hetalia is a comedy genre of sorts, and as I've seen, those who actually create this type of art have no relation to the incident whatsoever, aside from being a fan of the show. As it is their idea of a nice gesture, I don't think they fully understand the seriousness of such matters, or such art wouldn't exist. At least, that is how I see it. There is a time and place for works such as those, but in times of great disaster and need, it is not.
I'm sure most mean well, but for now, we can hope and pray for those affected and leave it as such. ^^;

Anyways, Hetalia vol 3 is in publication limbo currently. .3. Tokyopop, who held the rights to the manga property, shut down all of its North American publications, and until a new publishing company acquires the rights, it may very well remain as it is now.
Of course, there's dozens of sites that have scanned strips available. c:
