It's assumed... I pieced together pretty quickly the reason.
First, Chara hated humanity.
Second, they didn't climb the mountain for good reasons.
Third, they were willing to die willingly from eating poisonous flowers.
Fourth, Chara when with Asriel as a soul wanted to kill everyone.
Fifth, genocide route ending.
Sixth, post-genocide route ending.
Chara really wanted to die, or kill everyone.
I think kill everyone sounds more likely, and I just thought of something.
Chara didn't want to die, but he wanted revenge for something, and heard of the monsters living underground. He climbed Mt. Ebbot and assumed that if he fell and died, then he would have no purpose. After falling and getting found by Asriel and getting taken in, he forgot about his plan, this way he wouldn't need to do anything about humanity, they could just go and die on their own for all he cared, and after humanity died out then maybe the border would break. But then maybe Gaster told him something? Told him that if he died he would get power, enough power to wipe out humanity. He ate the flowers and died, right on cue, but instead of getting enough power and going on with his plan, he went insane and forgot about his goal? He might have possibly been taken over by Gaster, then possessed Frisk, another human who climbed the mountain and fell. Frisk annihilated all the monsters, and cue the bad kid ending. (Toby Fox doesn't like calling it Genocide, so I will call it the "Bad kid" route for his sake.)
It is mostly speculation, but it would make sense with Chara's past, and it doesn't really make sense for him to kill his family, and friends just for fun. But hey, if you have a better reason for the Lavender Town theme, I would love to hear it!
