Personally, I only trick people for having their lights off if I see them around a lot and they never seem to turn their lights on. But if I'm not sure, or if I know they've had their lights on in the past, then I send a treat. I know not everyone can have their lights on all the time (I turn mine off on the weekends) and it doesn't bother me at all if someone's lights are off when they visit me. However, there have been a few times when I did, and it always seemed to be people I see around quite often. I've noticed a handful of people who seem to keep their lights off for the vast majority of time and just collect treats, which is mildly outrageous to me.
I understand if you can't be giving out treats all the time, but to not try to give back at all and only collect rewards bothers me to no end. I feel no shame in tricking people like that.
