As far as I know, yes you can gift a Plumerian to any other CS user. However I do believe trading them is not allowed, even for other Plumerians.

Right now there is no official guest artist position. Anyone can grow a Plumerian, as long as you get it approved by a member of plume staff afterwards, to check for accuracy.
If you wanted to become a moderator, you would have to wait for Char to open mod applications and try out.

As for any tips to winning plumes?

First off, the big one is, don't try for any you don't connect with.
For longer comps, try and come up with a well rounded character. Don't include any walls of text or unnecessary info however, as it can get tedious to read.
When looking for/creating art try and get pieces that show character, instead of static full bodies.
Don't use aspects of a character you don't understand. If you have an idea but aren't familiar with it, try and do thorough research. This can be part of the fun!
Don't take on too much work. You burn yourself out and I becomes less enjoyable. For longer comps, leave margin, and don't do everything last minute.
Try and think of unique ideas! Seeing the same type of characters can get boring for a judge.

These are just things I keep in mind when trying out! I'm sure other users can give you other helpful tips as well! ^^

Wooooo so today is my birthday, and I'm basically crying with happiness right now because ahhhhh I've just had such a perfect day, I've recieved so many lovely gifts and messages, and I went along to volunteer at my athletics group with the little kids and it was just perfect. Myr is one to use actions rather than words, emphasizing her point with rapid hand movements and speedy chit-chat. Having grown out of her fencing lessons, she's trying her best to convince her mom to let her work with the swords part of the circus troupe. She also has a fascination with many battle strategies, tending to get distracted and lose her train of thought.
