Yep, that's what the author's comments say. I rather like the idea of Bonnie being genderqueer, myself, but in that piece of art, Bonnie's a girl - just one in a suit, and with a flatter chest.

FNaF2 says that bonnie is a boy.
when you go to the custom night, there is an option called 'Ladies Night Out'.
it includes old chica, new chica, and The Mangle (i think) since their all girls.
