when you design a character and get rid of it how do you feel when you see the person is/isnt using it?
It hurts when it's not used. I spent hard work making it, and they just use it as a dust collector.
When they are, I smile inside, it makes me happy.

ususaly if i give/sell a custom made design to someone and they don't use it, i don't really care too much. when i sell a design, i don't get attached to it (which is why i sell it). if i liked the design then i would just keep it and hoard it. i also know that a lot of people impulsively buy characters they'll never use ever. I'm one of those people so it doesn't really bother me too much. what hurts is when i make a design for someone and they want me to change my favorite part of the design. i'll do it fit them but i'll constantly think of how nice that part looked.

if they ARE using the design thr i feel all proud and fluffy because they really liked the design (even if i didn't)

This is kinda hard for me to answer.. since I've only sold like.. 4 designs (one custom). XD
And I admit, I never went to check up on whether they're being used or not. :'D
I know one is being loved dearly by my waifu on dA.. the others.. I'm clueless where they are now. X'D

For me, I made them, I loved them, but I had no choice but to sell them.
I remind myself, they're out of my hands now- even though I might be hurt if I find out they just gathered dust.
I know I can't really judge.. maybe they're using them in other ways? Maybe they have reasons like being busy. o w o"

I usually dont check if they are using it or not. Well and I didnt realy sell a lot of characters til now... So If they are not using it, I dont realy care, because I always think they wont use it anyways...
Once I saw a character I sold in a colour in, and got realy happy. It was realy used for something! I didnt imagine people would do so^^
