Is it allowed to ask on her casually if there's anyone who can design on a lineart for me? And I mention I can pay 09' rares? o w o"
Especially when there doesn't seem to be any active custom designs thread for that lineart at the moment.

I think you can just send a PM to the person you want to do your design. If they want to do it, they'll probably accept, especially if you are offering 09 rares.
