it's an animation sequence in the naruto vs pein episode that's just SO poorly done, if you slow the clip down and look at each frame, Pein is drawn HORRIBLY. A lot of people noticed it so it became a meme, now when you hear "my pain is far greater than yours" this is what they are referring to(unless they are actually in a great deal of pain)

then someone slowed it down, and EVERYONE noticed.
