What do you define 'active' as?
If you are not willing to accept my opinion on this topic then you might as well stop reading now.
In my complete and most genuine honest opinion, I myself have to say that being active is actually roleplaying, displaying and drawing your kiamara. Simply thinking about them or just shoving them in a character page and leaving them there isn't being "active", it's only caring for them without full contribution. Think of it as a broken ankle. You're not going to do any physical activity, but you're thinking about it all the time. That is not being active, it's only your own thoughts that are kept to only yourself (unless being shared, of course, which shows activity.), and you're not showing true "activeness" through socialization, etc.. (I realise this is a stupid comparison but either accept my opinion as my own or just stop reading.) Your mind can be full of many things, but your actions are what make you active, not what you think of. If you really loved your kia, you would make an effort to use them as much as YOU feel possible, and not just go and apply because you want to show them off as a trophy of superiority and dominance over what I understand would be tough competition. Mango's definition should not be ignored as it is, because it is actually accurate. People are ignoring the fact that activity is mostly based on seeing these kias around and being used to a fair extent, not just being left in the dark closet of their owners' mind where they are trapped there and left alone with no fodder of social activity or any contributed gifts. Everyone is just trying to make up excuses to cover their inactivity, which, I will not judge, but, it shows as a prime example of trying to cover up genuine inactivity. There would be no need for excuses if you were actually being "active".
