Uhm, actually there isn't a rule that says that. And by chat rooms they mean Xat or some other type of thing. You are aloud to have chat rooms to keep spam off of threads.

Well, I've read somewhere that it's prefured that you don't because 'Chicken Smoothie isn't a chat room', but I think Xat is better anyway. ^^
