I don't agree with that statement at all personally. =P Peeta is to dependent and doesn't really ever do much for himself. Yeah in Mockingjay he has his moments, but Gale was still helping Katniss basically her whole life. The rest will be a spoiler for those who haven't read Mockingjay
Gale was a jerk in Mockingjay but he still was there for and helped Katniss. Peeta was a jerk but his excuse was different, either way they both were. Peeta was also still basically depending on others in this one too. Another reason that Gale leaves is because he knew Katniss's good version of him was basically killed since his bomb was one that destroyed Prim. Otherwise it could have ended up Katniss with him. His love for her though was never at any point changed until maybe the end though.
Well that's how I see it, but I understand why you all like Peeta better. =P
