For some reason I was under the impression you needed 14 characters to move out. So it is 16?

Oh! Um probably, I've had quite a few people move in and out of my town. I've had this game since the day it came out in my country which was last year in July. So, yeh I think so. So after 16 villagers have moved out of my town, this means that they can come back again?
