Maybe with the right plot it could? ;n;What about something like some kids from a big city that are on their last chance are sent down to a small town as some type of mentoring program? Some people are for it, and some are against it? I don't know if that was something you had in mind but thats just an idea that came to mind. =)

There were originally only ever two dragons alive on the planet. A mated pair; Mulciber, the male born of fire, and Kōri, the female born of Ice. Those dragons were able to control those elements, and they crafted the world with them. An equal balance of warmth and cold. They were it's guardians; protecting all creatures from an evil only they could see and understand. There was only one small flaw in this plan; they did fight constantly; they were the complete opposite of each other, how could they not? The humans were afraid of them, of their constant fights that would easily turn violent. But the humans left them alone.
So Mulciber and Kōri protected the world. There were no wars among men, there was no famine, disease; only an equal balance among all. Then they had children, seven of them, four sons and three daughters, and everything went wrong. The young dragons could not always control their powers, they did not know what they could and couldn't do with their powers. Some tormented the villages of man; never harming them, just tormenting. But the humans, creatures that are always afraid of things they do not understand, saw the young dragons as a threat to their way of life. For years they threatened to attack, until one day, a knight finally stopped talking and took action. He killed the youngest daughter.
Enraged and devastated, Mulciber and Kōri tore apart the land, attacking and killing every human they saw. Mulciber scorched the land with his Dragons' fire; it ruined the environment, made it hotter than the rest, made it so almost no plants would ever grow there again. Kōri froze the land; turning everything in to ice and snow, freezing the ground until nothing could be planted. The parts of the land that were so badly affect by these dragons rage became the new extremes; the scorching deserts and the frozen tundras. It was thought that no humans could ever live in those environments again.
Despite the damage they were causing to the land and it's people, the lords of the lands remaining rallied together and gathered their Knights and sent them to slay the beasts. Soon it was not just knights in the fight, but villagers were raising their pitchforks and torches to try to fight off these dragons. The battle lasted three days, thousands had died, the dragons were injured, and more humans were flowing in from the farther lands to aid them. They intended to kill the young dragons, who were still not old enough to fully control their powers. Kōri saw only one option to save her family, and she and her mate retreated to their nest.
Mulciber died of his wounds before he could return to their mountain nest, and Kōri was forced to act on her own. From Mulciber's scales she crafted three scarlet crystals and from her own, she crafted three white ones. If her mate had lived to do this with her, it would not have required so much power from her. But he had died, and now, Kōri would have to give her life to protect her children. With the remains of her powers and her last breaths, she enchanted her children to become human. Into the crystals went the true dragon forms of her children, in went their true powers. In their place stood six human teenagers, the only resemblance to their parents left now were the eyes; each were a unique color, either too bright or too dark to be natural. But they were human, and they could live their lives in peace.
And they did. They first crafted the orbs into rings, and then they lived; they made mistakes, they fought, they fell in love, they married. Each child married happily to a human, and each had a child. Each were only ever able to produce one off spring, which would be the same gender as they were. Upon the birth of that child, the ability to access the true forms and the true power locked away in the crystals would be passed on to the child. The parents would have tiny remains of the power, but it would be but a taste compared to the real power. Each generation was taught who and what they were, taught how to access the power in the crystals, taught of their duties. But, as the years grew on, the crystals that held their powers were stolen; and so was their true identity, their true power. They knew not what they really were. And so the world fell into chaos. Wars started, millions were killed. Ice ages, earthquakes, volcanic eruptions, disease, famine, and death ravaged the earth. And the wars continue for hundred of years without any of the generations being any the wiser.
Until now, when the cystal rings were found in a museum. The rings, now out of the earth, called to the children, begging them to find then. And when the children find their rings; their powers will awaken within them, and the world will once again be brought back into balance...
