After all this time I finally caught my first Snorlax two days ago. Today, I hatched one from an egg.

I guess we're just lucky? She's got one more perfect IV than me but still... then again I'm unlucky in another way, almost every single pokemon I catch in the wild with good IV's will end up being really low level forcing me to spend loads of dust to be able to use it.
Examples :
86.7% IV Chansey level 7 ( 800 dust cost to power up )
100% IV Horsea level 1
100% IV Rattata level 1
97.8% IV Magikarp level 10
That's my luck with the randomness keeping my stardust rather low trying to power them up.
I've also just put a snorlax as my buddy to power up my Snorlax that's 89% IV and currently at 2572 CP!
Grats at getting one with 98% though, that's going to be a beast in gyms.

I don't think Pokemon GO has any seasonal spawns right now, the only thing that matters is the country/continent and the biome you're in.
Most spawns have set rarities in the biome that they spawn in but from what people have been posting it looks like Swinub is the odd one out where it's common in some places (around here) and rare in other places.
If you're looking for Swinub make sure you're in an area that mainly spawns Shellder, Seel, Jynx and possibly also Drowzee which are reported to spawn in the same biome.
I also don't understand why they made Skarmory quite rare when it's not that good and why they made Mareep extremely rare to the point where a lot of people still haven't seen one while in the main games they're super common?
What you get from 10k eggs to me should be about how powerful they are because walking 10k to get something (semi) useless makes me feel like I've wasted a lot of time and energy.

There's also a ton of Murkrow around here and that's honestly not so bad, you can work on the dark catching badge and prepare for when they add Honchkrow which I think will be a decent dark type attacker. I know that's only in gen 4 but spawns might change in gen 3 and gen 4 possibly making it harder to get.
