Name and gender can be changed, couldn't think of a good name off the bat...
I kept thinking of this guy surfing on a wave, doing a handstand, his back end blending into the crest of the wave, and the front blending with the body of the wave. For the neck I was going for a mottled darker blues.. kinda worked.. not really.. xP.
