- It is not breaking the rules. As long as the character's design is different, then it's an acceptable design.
It's clear to me that both of the entry's are different.
Olympians, your design is the same species yes and yes, does have a scarf, but the designs are completely different and unique in of themselves. The scarves are different, the colors are different, and even the personality's of the characters are different from what I can tell. I doubt Firefly ever meant to copy your idea, and many other contestants have also made otters with scarves.
Honestly, I love any entry with otters with scarves - they remind me of Sherlock - so I'm lenient on that rule.
