Your list of likes was huge and I didn't really know where to start, but this is what I ended up with. Rainbow patterns like the ones you showed in the pictures and white accents. I also did blonde hair with pink highlights and a tan base, just like you asked. Let me know what you think and tell me how I can improve it. Thanks.

I'm a little confused - You wanted tan as a base color I believe you said. Changing it might be a little hard, but I can probably do it. I thought it looked tan anyways...Oh well. I can edit.
