No she didn't break the rules it say at the top of the competition forum that you either need to provide a background or line art and since she provided a background she is within the rules!

For creating an oekaki contest :

You must provide at least one of the following:

A lineart (or part of a lineart for contestants to complete).
A background.


Failure to provide at least 1 of these will result in your thread being locked.

If you do not wish to provide any lineart or background, please post your competition here instead.
