I believe they want to be able to put the.. Winning entry in their signature. So.. They are most likely asking for a transparent link to the image - resized to fit in their signature, of course.
The coding part is just, as previously mentioned, the image tags around the link to the actual part.
The resizing and everything else is editing, and is an entirely different thing. (:
