Aw, thank you ^^ here's how I got that texture:
1. Make a new layer, and use the paint bucket to cover it entirely (the color doesn't matter)
3. Then go to where it says effects and select the noise option and hit render color.
4. Next, on the layer pallet, where it says "normal" change it to "overlay"
5. Now, going back over to effects select blur, and blur the layer (I think 12 worked)
6. Duplicate the layer. Each time you duplicate it, the color swells and becomes more vibrant.
7. Repeat step six however times you'd like (I think I duplicated it quite a lot)
8. Now merge the layers back together, the layer should be very vivid and distorted now.
9. Lower the opacity (In the drawing, the opacity is set to about 15-20)
10. Erase any part of the picture you don't want to be covered by the effect.
