I think it's layers, you duplicate layer. then you can merge it down to another layer if you want

Yes, duplicate layer that the thing you want to copy is on, drag the thing where you want it to go, flip horizontal if needed (like if it's an eye or something to make it symmetrical), and merge down. ^^
