If someone can explain to me how to make these little guys into adoptables, I may just adopt them out! XD

All you have to do is just say they're up for adoption, and list out which pup is which, for example, the first pup from the left is one, the one next to it is two and so on.

Then you have to decide whether you want to give them out for free or if you're going to host a contest and pick out winners after a certain amount of time.

You might want to add in a form for people to use if you're making them up for adoption, a deadline if there's a contest, plus some rules you might want the adopters to comply with before they adopt these pups.

Or if you meant how to make these into CS pets, you can't.

I do hope that helped a tad bit.
