I can probably help you!
When you want to make an image appear transparent, you first have to make sure that you removed the background/made the background transparent in chibipaint
If you don't know what that means, it means you just need to remove the first layer/background layer.
If you've done that, right click on the image and a few choices should appear. Click on "Copy image address"
After that, paste that in between two image brackets.
It should something look like this (don't add the asterisk in the first bracket, I just did that so it wouldn't turn into an image):
[*img]http://www.chickensmoothie.com/oekaki/image/image.php?id=3090958&size=large&format=auto&rev=1521901635[/img]
Now, look at the red part:
[*img]http://www.chickensmoothie.com/oekaki/image/image.php?id=3090958&size=large&
format=auto&rev=1521901635[/img]
Change that red part so that instead of "format=auto" it's "format=png". It should look like this:
[*img]http://www.chickensmoothie.com/oekaki/image/image.php?id=3090958&size=large&
format=png&rev=1521901635[/img]
It SHOULD look transparent for you now, but if it still doesn't work you should comment again.
here's the non transparent version

here's the transparent version:
