Hustio seems to always get his way. Nobody knows how, but even one someone opposes him, they always agree with him in the end. Even the people who this has happened to don't know why or how it happened. They just felt the sudden urge to agree with him.

The spirals on Histio's back are used to hypnotize people, make them bend to him will. The don't actually move, but it gives off the effect and Hustio's victims become trapped in a trance, unable to disagree with him. Nobody remembers what happened afterwards.
