Their tails are made from space dust, pups only have stars but as they get older they gain planets and little galaxies with every adventure they take. They were dogs from Earth that grew old and passed away, and this is where the dogs go when they pass away; they become these space dogs, which is why the halo is above their head. They cannot hear, but sense vibrations throughout the galaxy through the sensitive wings on their head. Both sets of wings help propel the dogs through space. Their wings float for minimal weight, making it easier to fly. The wings can grow and change in size and shape, such as bigger angel wings or bat wings or whatnot.
