Bill is always so fancy shmancy, I mean, even when he's Bipper he's fancy shmancy. Just look at the fancy shmancy-ness

So in celebration of the return of Bill (FINALLY) I decided to draw my impression of him as a human. If he could choose what he looked like of course.
