I'm not an expert at stripes, so don't take too much advice from me...
Use watercolor. It helps the blending a bit.
Set opacity to almost max and color to almost max. lower down some of the blending.
Set scattering to around 20-150.
Draw the stripes how ever you want.
Use the smudge tool only a little bit on the stripes.
