Her talent is a bit based off of a head cannon of mine. ^^
I think that before the Pegasus can make snow, unicorns must cast a spell on the cloud for it to be cold enough not to produce rain. Thus there are some unicorn members of the weather patrol, but not very many. She is one of those unicorns who freezes the clouds so the Pegasus can make it snow. Of course the snow could simply be made in cloudsdale, but that's my theory.
