She has a magical helmet that allows her to use the magic from her horn to amplify through the horns on her helmet.
And being the Princess of the Underworld she has to round up all the dead ponies into her Underworld. So her cutie mark is a picture of Death, that is why we use that depiction of death. And yes she can use a sythe but she rarely uses it.
