I recommend learning in steps:
1.) Copy art from online! DeviantArt and ZeroChan are pretty good places to look. However, do NOT trace the art, and DO NOT act as if it came from your own head. Be proud that you can get it to look pretty close to the original, but remember the original art is not yours and you are just using it for practice.
2.) The first step is a huge one, so don't skip straight to this one after copying three pictures. I copied probably 150 before I moved on to this part. This is when you want to start developing your own art style. Sketch often! Doodle in the corner of your notebook at school, draw in the car, bring pens and pencils EVERYWHERE! Anytime you have a chance to doodle, take it! Sure, you might think your art is bad at first, but believe me, if you keep up with this, you'll improve :) This step never truly ends. This is likely to continue being a part of your improvement forever. Heck, I've been drawing for 2 or 3 years and I do this ALL the time!
3.) Try to draw something that you are incredibly proud of, no references, no copying, just your own head. If you can't do that, do some extra "step two". Then, try again! When you can draw something that you are genuinely proud of, that's a HUGE sign of improvement!
4.) Expand your horizons! Although you will never have a perfect art style (Everyone is constantly improving!), you can try moving to different platforms. Paper, digital, painting, carving images into wood, anything you can think of, try it!
Of course, these steps take place over the course of a year, maybe two, but trust me, it's 101% worth it!
