Peeta sighed. And looked out the window. He wouldn't b able to win it because of th twist. Everyone except his brother knew when he left that day. He felt bad, but he didn't want his brother volunteering for him because everyone would die in the games, no victor.

Robin sat on her bed, tears slowly falling down on her new clothes. 'Everyone will die. There will be no victor.' The District 12 girl closed her eyes and got up, walking to the window. This was a joke to the people below. She yelled in rage and hit everything in her room. Robin fell onto her bed and cried to herself yet again, her hands red and bloody.

She stood in the square, surrounded by the people of District 11 that were watching the reaping. Savi tucked a strand of hair behind her ear as the Head Peacekeeper read aloud the Quarter Quell card. He had been given that honor. " as a reminder to the districts that if they rebel, none will survive, there will be no victor." He droned. There was silence. The crowd broke into frothing fury. Cries of " NO!" and "You can't do this!" ran out. Savi simply thought of the tributes that would be reaped.
