Personality
Dealing with all the crime in his home area tires him out a lot, and he is often seen with a cup of coffee. He isn't the most cheery or optimistic, but he cooperates with the police force nevertheless. His younger sister, who he was forced to take in due to certain circumstances, also tires him out a lot, but he's very protective of her.

History
Ryan is the clerk of a Hoenn PokeMart. He, when off the job, lives in an area criminals often strike. Often a witness to these crimes, he's been involved with lots of trials, and knows the police rather well, along with local attorneys.

Note: Depending on how many badges the challenging trainer has depends on the Pokémon Raiden uses, and also the level that his Pokémon are temporarily reduced to (kind of like in online battles in the games, where Pokémon over Level 50 are reduced down to it for the match). For example, if the challenging trainer has 0-4 badges, Raiden will use three Pokémon, 5-6 badges he'll use 4, and 7 badges means he'll use 5. Since Mareep is not part of the official Hoenn Dex, Mareep isn't used for official League battles.

Appearance
To start with, Raiden's hair is short, cut into a high fade with a textured quiff, and is usually a midnight blue-black colour, though his quiff is electric blue. His eyes are also bright blue in colour. He stands at about 6'0'', and has a light olive skin tone. He has an athletic build, and is well-toned. He has a diamond sort of face shape, with prominent cheekbones and a slightly narrower forehead and chin. He also has a full sleeve of tattoos down his right arm, that is electric/lightning themed.
For his outfit, Raiden wears a fairly basic outfit or a gym leader - to an extent. He wears stormy grey jeans, and a mustard yellow t-shirt with the symbol of the Dynamo badge that he gives to trainers who beat him. Over this, he wears an electric blue leather jacket that has small spikes on the shoulders. Raiden also wears what looks like a portable VR headset, the visor being able to light up in a variety of colours, so he can display numerous light up, moving patterns, or even words or other images on it.

Personality
Friendly, warm and fairly eccentric, Raiden has a funny outlook on life. He's willing to start a conversation with almost anyone, and has a deep love for VR - which is clear through what he wears and also his gym. However, don't take him to be an idiot or unable to be serious, because you'd be very wrong. He's able to be serious when needed, especially when it comes to crime in the area, and is also very intelligent. He can be sarcastic and sharp if he needs to be, and has the tendency to flirt on occasion - sometimes without even realising it. Raiden can be a little disorganised, and gets dazed whenever he tilts his VR headset up and comes back to reality as well. If he's close to you, then he'll show his protective, caring side.

History
Raiden didn't always grow up with an interest in Pokémon, let alone even becoming a gym leader! He mostly just wanted to focus on developing VR technology. However, when he found an abandoned, injured, Electrike while out doing some field research for himself, Raiden nursed it back to health, and it ended up wanting to stay with him. So, he put his VR development on hold while he raised the Electrike, and eventually became a student of Wattson's, catching and raising other electric-type Pokémon that he also realised could help with his developments. It took a while, but Raiden eventually became Wattson's top student. When Wattson retired he passed the gym leadership to Raiden (but not before testing his strength first with an intense Pokémon battle, of course).
Raiden still gives ou the Dynamo Badge, but he's changed the set up of the gym to be more VR-based, in which challengers have to play through a VR game through the gym, battling the warm-up trainers throughout it. If they win, then they'll be able to challenge Raiden (out of VR).

Appearance
Draven has jet black hair that is fairly short, and constantly looks a little mussed up, no matter what he does with it, and his eyes are dark, foresty green in colour. He stands at 5'10", and has a dark skin tone. He has a muscular build, being very well-toned. Draven has a square face shape, with a angular, powerful jawline. He has a little facial hair, as a faint stubble.
He mostly wears the police officer uniform, though when he's not on duty, he likes to wear a sea blue-green casual button-up shirt, and dark blue jeans.

Personality
Approachable at first glance, Draven tries to be patient and friendly, but struggles with this - especially as he's wanted to be promoted for a long time. He knows he's good at his job, and is a hard worker, but can be impatient and short with citizens. Still, Draven does have a good heart, and is ambitious, though sometimes over-shoots his expectations. He doesn't trust new people on the force, especially if they rise through the ranks quickly. He doesn't like to make enemies, but at the same time, doesn't like to make friends. At best, everyone he works with and knows is merely an acquaintance.

History
Entering the force at the age of 18, Draven received a Poochyena as his first partner. He'd helped raise Pokémon before on the nursery that his parents owned, when trainers would leave their Pokémon with them to be raised and trained a bit - and sometimes there'd be a Pokémon egg or two!
Anyway, Draven worked his way through the force, eventually catching a Hoothoot when he was temporarily in the Johto region for a while, which he raised and evolved into a Noctowl. Then, back in Hoenn, he caught and a Mudkip, which evolved soon into a Marshtomp, and is the newest member of his team.
Draven really wants to be promoted, and gets annoyed when younger members of the force rise through the ranks faster than he has, despite him working just as hard and as well.

Looks: Stands at approximately 6'3", and nearly always stands tall as a soldier should. Leon is obviously extremely fit, spending a lot of his time training both his own body and his pokemon. He has light brown hair that is kept relatively short and clean, though the hair closer to his face is longer than the rest, a slight rebellion against the rest.

When off duty he can often be found wearing a brown aviator jacket, plain dark colored T-shirts usually black and what almost looks like a dark pair of military cargo pants, though usually a dark solid colour.

Personality
A soldier to the core, Leon can be sarcastic and stand offish at first. It's clear that he's a good guy as he'll protect others but he doesn't tend to let that show until there's danger around. He seems to not want to get too close to others. He has a tactical mind which makes him extremely dangerous to go up against.

There's no doubt that Leon takes his job seriously, it seems to be his entire life. He has great respect for those in positions over him and will not hesitate to take command of those below him. When it comes to dealing with those of equal rank, it typically depends on if they can pick up on his sarcasm or not. If they do he'll get along fairly well with them and will always have their back. If they don't then it's just duty to deal with them and beyond that he won't get involved with them.

History
Leon came to the police force as soon as he was able to enter training but had his own pokemon with him, Ares. Once a Rockruff gifted to him by his father. His father was a gym leader who valued training over all and that training was everything Leon knew in life. He was supposed to be a trainer and eventually a gym leader, that's what his father wanted. Leon decided though that his interest in justice and stopping those who would hurt others was more important. While he took the training, he did it so he would excel as an officer. By the time he joined the force, his Lycanroc was already a force to be reckoned with. Still, he got the pokemon choice rookies received. At first he was going to go with a Shinx, to protect Ares from water types. Unfortunately for Leon, or fortunately, the growlithe grabbed onto his pant leg and would not let go. It wanted to play with Ares and it refused to stop. To finally get it to let go, Leon decided to just take the growlithe who he would name Ajax.

Ajax ultimately is a puppy. Leon does his best to train him and sure in a battle or heat of the moment he's fine but when they're not chasing down a criminal, Ajax can be a handful who wants to play. Ultimately he shows Leon's softer side, when Leon decides to give in.

It's no secret on the force that Leon intends to one day get something to deal with the threat of water types.

Personality
Lilith never really had a knack for friends. At some point the girl was rather bright and sociable but those times are a were faded memory by now. The ravenette is a rather distant character, much rather preferring herself and her pokemon over others. Her demeanor is rather cold at heart, but she can indeed play the part of a peppy and energetic girl. Lilith is rather confident, both in her deceiving charm and her strong mind. Despite this though, the girl is rather unsympathetic at most times, and is somewhat narcissistic.

History
Fresh out of college, Lilith is extremely successful for someone of her age. Not only is the girl unbelievably rich, she has had exceptional grades all throughout her life, is rather gorgeous, and is an extremely skilled battler; but the most impressive thing is that the girl has gotten away with several serious cases of thievery-- more specifically the theft of priceless ancient artifacts, arts, money, and all of the such. Born and raised in Unova, Lilith grew up in a wealthy family. As the only child, the girl was under constant pressure by her family to succeed, meeting family's expectation seemed to be her only purpose. Throughout a majority of her life Lilith was nothing but a machine, obedient and quiet. Despite this though, she did find much solace in challenging her butlers and maids to pokemon battles on the daily. Although her life was bland and on a constant schedule, battling kept her mind fresh. Lilith grew close with the few pokemon she had, and when she finally left home for college, she soon realized that she was in control of her own life. Lilith performed her first heist during freshman year of college, managing to steal a plume fossil from a nearby laboratory shortly after its discovery. She had never been caught-- after all, who would suspect an essentially "perfect" college student? The girl never really had a reason for these robberies aside from the fact that she simply could. It was all just a game to her-- in fact, whenever she comes back from a heist, the artifacts were never put to use, simply just collecting dust within her mansion of a home. From then on Lilith continued to rob areas in Unova whenever she had the free time-- and her heists have now brought her to hoenn.
