GENERAL PLOT
In the 74th Hunger Games, history was changed. Because of one girl, there were two Hunger Games victors for the first time ever. That young District 12 girl's actions only caused everyone to question the Capital's actions, and begin to rebel. In the 75th Hunger Games, Katniss Everdeen and Peeta Mellark were entered into the Hunger Games once again because of the Quarter Quell. Things didn't go according to Snow's plans, however, and the Games ended early with no winner. But then a war sprung up, the rebels against the Capital. But things didn't end well for our heroes, and the rebels lost in the end. Many were killed, including nearly all of District 13. The remaining people were divided into the other Districts and order was regained by the Capital. In order to keep the peace and stop another rebellion, Katniss and the other favorited faces of the rebels were allowed to live in their home Districts - though under constant watch. Katniss settled down with Peeta, whom she married. Eventually Katniss had enough of the guards and security and she and Peeta ran off into the Wilds, never to be seen again. They made a home for themselves far from the Districts and eventually had two children. President Snow eventually died several years later of a deadly sickness, and a new President was quickly chosen - a frightening man named Flare. The Games were resumed after the war with the rebels, and things went back to how they always were. Flare made one last hidden district, District Zero. District Zero has Assassins, and are hand picked to compete in the hunger games.
Eventually came the 100th Hunger Games, and another Quarter Quell. Flare read out the Quell, much to everyone's horror:
"To show the people that no one is safe from the Games, children from both the Capital and the twelve Districts will be entered into the Quell, all of whom are among the ages twelve to fourteen."
Everyone was horrified, Capital and District alike. Though some people were excited that finally two Capital children would face the same fate as the District children, people were mainly upset at the fact that so many young children would be entered this year. The Capital was only concerned with the fact that they were being forced to enter. Flare, however, was quite intrigued by this idea. He then proposed something to both the Capital and Districts. First off, he decided there could be two victors every year. All twenty-six tributes would be paired into random teams of two, and the winning male and female team would both be allowed to live. Secondly, he said that the Capital would continue to submit two children from here on out as long as they could have a Quell every year - that way there would always be a catch and no one would ever find themselves bored of the Games. The voting was split seven to six . The Capital and the three Career Districts all easily voted for the idea. Some obvious Districts against the idea were District 12, 11, and 8. The shocking votes came from Districts 3, 7, and 9, who were also for the idea. Districts 5, 6, and 10 were against. But the deed was done, and things were decided.
And with that the Hunger Games were, once again, changed.
