The Flash and The Arrow, two superheroes in two different cities. But what if something happens that effects them both? Meta-humans are beginning to turn up in Starling, having likely traveled from Central after the explosion. They're becoming a real threat for Oliver and his team, and Felicity has decided that they can't deal with it alone. On the other hand, the meta activity in Central is beginning to die down. What is going on and how can they stop it?
Meta-humans, so it turns out, are forming an alliance- all lead by the same man; Vladimir Charleston. His agenda is unknown but he promotes "acceptance and friendship" to all those with powers.

Personality: Vladimir is a manipulator. He pulls people in and gets them to do what he says, rather than do his own dirty work. In order to run the city, he needs to take down Team Arrow. He's going to use his group of metas to do just that.
History: Vlad grew up in the glades, slowly gaining ranks and titles as a criminal mastermind. Then he took a trip to Central City on the night that the explosion occurred and he's never been the same since.

Power: He has the ability to generate a loud, sharp, screeching noise. He can make it so the sound either just bothers you or it can give you permanent ear damage.
Personality: Matthew is usually a quiet but curious person. He's socially awkward and has a very big problem with talking in front of a group of people. When he gets nervous, scared, or intimidated he develops a bad stutter. But there is the other side to him, if he is told to do something or has to do something he will go out of his way to achieve his goal. He'll go out of his comfort zone without a problem. He also sometimes gets angered quickly, most likely a effect on him from the particle accelerator explosion.
History: He had a basic normal life in Central City when he grew up, he was a only child but didn't get along with his parents very well. Only a little while after he graduated high school he moved out and went to a small apartment. But after the particle accelerator explosion he grew a little bit off. Everybody was use to his shy, quiet side but his other side quickly started to show through and people noticed. So when he heard of a group of metahumans joining in Starling he quickly left Central City to go and join this new group.

Personality: Des is a timid, shy person by nature. She does not have the greatest control of her powers and due to this, is withdrawn and a bit slow to trust people. She is a gentle, compassionate person and prefers finding a peaceful solution rather than fighting. That said, she is brave and a loyal friend.
History: Destiny's mother died when she was very young, and she was extremely close to her father and two older twin brothers. They were poor and lived on the streets, but they all loved each other. When Destiny was about twelve years old, she began having bad headaches and was extremely irritable. When her father was nagging her over doing something, she lost control and made experience his greatest fear:losing his entire family. The experience was so intense it drove him to insanity. Out of fear of being turned over to the government for being a metahuman, and guilt at having harmed her father, Destiny ran away to Starling City. The exact origin of her powers is unknown.

Caitlin Snow was a young and bright scientist working for S.T.A.R. Labs assigned to an underfunded S.T.A.R. Labs Outpost #72 in the Arctic Circle, where the deceased researcher Dr. Louise Lincoln had been working on a Self-Sustaining Thermodynamic Ultraconductor Engine that could subvert the second law of thermodynamics in order to create perpetual motion. Caitlin became interested in continuing Lincoln's work, in spite of her colleagues warning her against it.
When Caitlin succeeded in finishing the S.T.U. engine, her colleagues turned on her and revealing themselves to be working for H.I.V.E., as they were expected to ensure that the engine was never made public in order to protect H.I.V.E.'s investments in the energy industry. Furthermore, they were also responsible for Lincoln's death, and they then proceeded in silencing Caitlin by placing her in the working S.T.U. engine. In a panic, Caitlin ripped out the wires for the engine's coolant system, consequently infusing her biological makeup with ice. As a result, she became a vampiric being who craved for heat, and killed the H.I.V.E. agents.

After carrying out her vengeance, Caitlin continued to search for other sources of heat; she attacked a Norwegian research camp and stole their helicopter to fly to her hometown of Pittsburgh, where she encountered and fought Firestorm. While fighting Firestorm, Caitlin discovered that Firestorm's powers can temporarily heal her condition, and devoted her time to seeking and confronting him. She soon learned about the Firestorm Matrix and attempted to recreate it.

Unique Physiology: Her new state is very basic, almost primal. Her body is completely encased in permafrost. She is not made of ice but she generates organic ice-like cells which make up her changed genetics.
Cryokinesis: She can generate ice spikes to spear her opponents, kill a man by freezing him with a kiss and/or create frost cold enough to kill multiple people with just the snap of her fingers.
Energy Absorption: Killer Frost needs to feed. She is always hungry, desiring warmth. She is only sated by the warmth of a human's life.
