(Well, I suppose so, even though there are no dark types in Kanto, but he/she will not be one of the old Gyms, she can be an alternative Gym somewhere near Mt. Moon. Any Gym that is not from the Anime will be an alternative gym which can be challenged in place of the other gyms, so you don't need all the original badges to challenge the Pokemon League, also only use the Pokemon that were available in Generation III)
