He raised a brow and stepped closer offering his hand. "Well Welcome back merle glad to see you didn't betray us" he chuckled his serious face changing into an I am desperate smile.

(Idea: we could say during the attacks what kind of stops them is that Merle accidentally almost kills Daryl. say he was about to kill Kathryn but Daryl jumped in the way and got hurt but didn't die and Merle knocked it off)

He sighed ripping at the grass and playing with his hat bored.

Merle smiled, giving the governor's hand a firm shake.
"They've come to trust me since I'm their leader's Kin," he started, presenting the idea as if he were a salesman.
"If I go back, I could probably snatch one of the members, get you what information you want."
