Your power is special. It showed up around the time you fell in love. As you've fallen for that special person more, that power has grown stronger. It doesn't even work unless you're near that special person. They've developed a strange power too, that has the same conditions. You can do great things.

Maybe the world doesn't like you so much. This world is high-tech in some areas, other left dirt-poor from having anything of wealth leeched out. While some people are born with powers, people like you are new, something special that is potentially valuable. A group of you were captured for testing along with your respective partners. This group was generally of the less stable, the people more likely to have mental issues. Or maybe you aren't a 'threat to society' as your group has been deemed, and were brought along 'mistakenly'. However, you're gone from there now. You managed to break out of that place with your partners, and fled. You're on the run now, and you've just come to the city of El'bien. The nobles live cushy lives with mechanical wonders doing all the work for them, the middle class live lives not all that different from those in the early twenty-first century with a few hoverboards, with thieves, street-children, and homeless running amok. The chaotic place is a wonderful one to hide in. But you don't have an identity here. You'll be kicked out of shops that don't recognize you, you have no place to stay, and curious pickpockets are after your stuff, and if anyone realizes you're valuable to the government after running away, they will sell you out in a heartbeat.

Some weren't in the group that were taken. You and your partner just live in El'bien, trying to get along with life. There's no need to hide your powers; while envied, you haven't been deemed a 'threat to society' and thus can have a typical life. But fugitives are showing up, and you can risk your own status and life to help them, or just move on...

And some of you have been raised in the force. You're an Officer. You and your partner have the powers too, but you're after the fugitives. You're sure they're a threat to society as those above you said, or you just want the reward for capturing them. Either way, you've gone undercover into El'bien. You've got all the latest gadgets and a fake civilian ID, and it's time to win some trust and trick these run-aways.....

So how the hell, you ask, is all this going to work?
Warning: These are also not so cleverly disguised rules.

-> This RP will be semi-literate+. I expect a decently sized paragraph, but I'll be lax with that rule if it's high-quality.

-> The RPers of the fugitives will know who the other fugitives are, but not which of the other characters are Officers/civilians. Meaning the RPers of the Officers will be able to trick the fugitives, and the RPers of the fugitives will have no idea who to trust, who's trying to be helpful, and who's faking it.

-> All forms will be PMed to me. Anyone who posts a form to the thread will be automatically rejected. I will keep a list of what spaces have been taken, but not by who, as to keep up with the secrecy of the above tidbit. I'll accept/pair up characters through PMs. If I ask you to switch the role of you character, say, from an Officer to civilian, please don't fight with me. This will be an incredibly difficult RP to organize, as everyone must be paired with someone of appropriate sexuality and rank(fugitive, officer, etc). The RPers of civilians and Officers will see each others' forms through PM, but the fugitives won't. c:
Obviously, if you have a fugitive character, you may not also have an officer/civilian.
Note, I am breaking this rule for the sake of having a bit of control in two sections. I'll be having a fugitive and one more character. Understand though that, since I'm organizing all this, I would know who everyone was anyways. Please don't kill me.

About the form

This form should be short, please. c: Do not spend too much time on it. Also, if you character is a civilian or a Officer, except for in the 'position: -answer' there should be no indication whatsoever of which one they are. That means that if you edited that bit out, it would be incredibly hard to tell which they are. ^^
Fugitives however don't need to be all hidden, cause everyone knows who they are. xD

{ Physical Appearance } Finn stands at nearly 5'7, however hunched shoulders make her appear somewhat smaller. The stress of being captured and running away combined with an eternal forgetfulness to get food and a misconception that girls were always thin contributed heavily to an unhealthy lack of weight, giving her a somewhat gaunt look. A half-decent layer of muscle hinds the boniness she would have had otherwise, but there is no missing that her wrists are awfully small, that her waist is quite lean, that picking her up is far too easy. A happy look makes it harder to see that Finn's face is sickly; despite being pale almost all the time, a bright smile makes it seem trivial. Her eyes are lively green, even if glazed over.
Finny's hair is a light brown with scattered blond highlights, fluttering aimlessly around her head. She usually has it cropped fairly short just so she doesn't have to care for it much, but like many things, she often just forgets to cut it and it gets longer. It helps to hide her face, something Finn has a tendency to do. When she thinks someone isn't looking, she dips her head so that it shields her face from other people's gazes.
Finny looks female. She went through gender therapy, the hormone treatments, and most things short of actual sex-changing surgery to become a girl, although she is biologically male. Her features have the soft curves that a woman normally has. There's no trace of facial hair other then eyebrows, her waist is thin, and she passes as a regular female. Make-up helps with that. Finny is, as to be expected, incredibly shy of her body. It's rare to see her in anything but her usual garb: a tee-shirt or shirt with a windbreaker over it, often times a scarf as well, long pants, sneakers, often even gloves. Despite a strong love of dresses, she doesn't often wear them, finding them too tight and far too revealing more often then not.
Finally, despite hiding her face and just about every inch of exposed skin she can, Finny always moving and bouncing around. She's almost never seen still and runs more often then she walks, causing her legs to be strong enough for such a thin woman, or at least in comparison to her arms, which couldn't lift a toddler. Her clothes are frequently dotted with grass stains and dirt for her little sprints

{ Personality } Finn is cripplingly shy to just about everyone but her love. She avoids conversation as best she can, and if she absolutely has to talk to someone, her replies are short, rushed, and often stammered. She's not particularly sure just why she can't face people, other then that she absolutely detests conversation, but once again, she doesn't know why she does. Given her flee reflex from people, the people who know her are few. Winning over Finny's trust is quite difficult; it involves managing to talk to her for an extended period of time, whether that be over a few hours, days, or weeks. It doesn't sound difficult, but with her making every excuse she possibly can to get away, it's far from easy. It's borderline impossible for random men; Finny trusts them about as much as she would a serial killer with a hacksaw, and the most she'll ever say to one is a few barbed words. Her trusted ones aren't many, but Finn is clingy and loyal to them, doing whatever she can to stay in contact no matter the circumstances.
Finn is hopelessly childish, she just never matured. She looks her age, but she acts anything but. Easily brought to tears and quick to anger, she has the emotional swings of a toddler. Small issues are as big as the war to her, and she turns tail and runs from her problems, oftentimes literally, in the case of dreaded conversation. She's also easy to manipulate, assuming someone can get her to listen long enough to fall for whatever they're suggesting. She grows easily jealous of other people's things, and often tries to take them for her own. Taking much joy from simple things like chocolate, Finn is often smiling aimlessly at everything, as the array of small things she likes is large. The only times she's not grinning is when she's trying, angry, or near people she doesn't trust(which is to say, nearly everyone). But as she spends as little time as she possibly can around people, that's not often.
Children are exempt from her 'all people are to be avoided' rule, and are utterly loved by Finn. Her 'cut-off' age for when a person is no longer a child is around fifteen, and she treats everyone younger the same. Children are just precious and innocent to her(although pre-teen boys are an exception, she avoids them like adults), and Finn wouldn't hesitate to help one. Literal death to anyone who stands in her way, considering her power.
Her temper is a scary thing. It's a ticking bomb. She'll hide it, try to shoulder through the problem. But her breaking point, which grows easier to reach with each passing day, practically sends her into a different personality. Her angered self is a foul-mouthed, furious woman with no self control or common sense. Through her power or her bare hands, she'll tear apart what angered her. Afterwards, she'll burst into tears and hide somewhere.


{ Strengths/Weaknesses } She's awfully shy, and terrible in conversation. Her physical strength is also quite lacking. Despite this though, as she's fiercely devoted to her love, her power is rather strong.
{ Power } It's not so much animal communication as animal summoning. Unfortunately, her power is heavily linked to her emotions and Finny has minimal control over it. If someone is bothering her, chances are a bird will appear above them and take a poop on their head. If she's crying in a corner, a group of fluffy cats will seemingly walk out of nowhere and cuddle with her. If she's angry, expect an angry grizzly bear -or multiple angry grizzly bears- to show up to fight anyone near here. Her biggest display of skill was when she was escaping captivity, and a dragon complete with fire-breathing showed up to help get her away. She's never matched anything near that since though. The animals disappear once her emotions have faded, who knows to where.

{ Physical Appearance } Alexander – Alex to pretty much everyone – is slightly taller than the average height, but due to his habitual slouching appears to be shorter than the common stature. He’s slightly underweight to the point that he's almost skeletal, which is hidden by his love of baggy, ‘comfortable’ shirts and jumpers – it’s very rare that you’ll find him not wearing a jumper as if he’s permanently cold whatever the weather. He always rolls up his sleeves when he’s working, he can’t stand to feel restricted by clothing, and has scars, burns and bruises along his forearms and hands from mishaps.
His eyes are the most prominent feature of his face, slightly sunken but a bright inquisitive blue. They are a little hard to look at sometimes being so bright, they are almost piercing. He tends to only have one on show though since the other hides behind his fringe.
His nose is slightly off angle to the left, when he was younger, as all young children will at some point do - he walked into a clean window and broke his nose. It’s healed now, but veers off to the left slightly.
His hair needs cutting; it reaches the nape of his neck and goes curly. Alex likes to mess with the bit of hair at the back of his neck as well, and it’s a clear sign of nervousness if he’s messing about with it. His hair is dark brown, and it lightens in sunlight. It’s mostly straight, bar the curls at the base of his neck.
He has an ear piercing in his left ear; it’s a ring of silver. He had it done when he got bored one day.

➸ Inside Their Mind

{ Personality } Alexander keeps himself to himself as much as he possibly can. He’s not shy, he’s quite confident within himself, he just doesn’t very much enjoy being in the same room as others. If he does end up stuck in a room with a group of people, he’s likely to use his excuse of claustrophobia to get out of staying there.
He is actually claustrophobic; he’s got a fear of being stuck somewhere and being unable to get out. This fear sometimes over rules his judgement and attention, instead of listening to what someone has to say, he’s more likely to be looking around at doors and windows to make sure he has a way to get out of the room. He has nervous habits that are caused by this, tapping his foot or drumming his fingers against an immobile surface. When startled by something, or worried about something, Alex’s nervous habits grow out of control.
He’s creative, and sometimes drops a poetic line or two that he’s read in a book. His creative outlet is in his drawings, which he tends to set on fire when he’s finished them. He’s obsessed with fire; it’s like an addiction to him. He has to keep his love of fire under control; it’s something that he only indulges in when he’s deeply upset. He’s very cautious when it comes to fire, only setting fires to small things right next to a bathtub full or water.
Despite his love of fire he’s got values against fighting. He has a firm belief that every argument can be resolved through talking and reasoning. He doesn’t like to resort to violence for anything and always let’s people think of him as a pacifist. He believes strongly that violence always causes violence, and will be one of the first people to jump in and stop a fight if he can.
Alex is a pessimist, though he usually delivers his comments with such enthusiasm that if you listened to just the tone of his voice, he sounds like he’s being optimistic. He’s also deeply sarcastic, as if his sole purpose on Earth is to deliver a daily bout of sarcasm to those that he actually talks to.
{ Strengths/Weaknesses } Not very strong at all, he can't defend himself very well. He's claustrophobic, and has a fear of thunder and lightning.
{ Power } Fire Manipulation. His abilities are as of yet uncontrollable and unpredictable. They run with his emotions, if he gets angry, he’s likely to cause spontaneous combustion. If he’s upset, it’s like his powers don’t even exist. They are also addictive, Alex will happily sit and watch as fire eats away at the corner of a piece of paper, and he will do it over and over.

Fire consumes as it always has done, and Alex finds it hard to breathe while using his ability. The fire he creates feeds on the oxygen he’s breathing. He grows short on breath and dizzy, he can’t use his powers for too long or he’ll pass out from lack of oxygen.

He has tattoos of arrow-like lines going up his neck, and tattoos of tibial spirals on his arms.

{ Personality } Being an ex-military officer Nick has some baggage. While serving he and his station where raided by terrorist organizations which wiped clean most of his fellow officers. Being forced to kill them he readily tried to avenge the death of his fallen friends, after which he was still overwhelmed and dragged to an underground station where he was tortured for information, though he was brought to release a week later, both phyiscal and mental scars remain of that time and they haunt the man for what seems like an eternity. He has serve PTSD (Post Traumatic Stress Syndrome) and has also developed minor Schizophrenia, telling doctors that he can still hear and see his fallen comrades and that they tell him they're going to kill him for letting him die. Even with strong medications it can't wipe anyway everything he's gone through, and is still going through. He is cold, harsh, and brutal willing to say anything as long as it's the truth. He can't understand other human emotions anymore and feels like he's the only one with a beating heart, and working mind. He's always had a temper, even before the incident and was always someone that always seemed to have trouble following him around. His aggression has worsened since before (clearly) and he is now someone that will easily flip out if things don't go his way, or if you defy him. He doesn't make friends anymore, only enemies.

        { Physical Appearance } To start things off, Lysander is tall. Once a towering giant in his family, he stands at exactly 5’10. This might not seem as too tall to some people, but amongst his relatives, Lysander was definitely the tallest. His height does affect his weight a little, but so do other factors. Lysander has a thin, lanky frame, only weighing 150 pounds, and this is mainly due to the fact that he eats very little and rarely exercises. He is a bit underweight, yes. Lysander, being as tall and thin as he is, has a sort of graceful frame. Of course, with his lankiness come wavy, long limbs, so he has had his share of tripping over invisible rocks. This happens pretty often, much to his displeasure.

Lysander has a rather androgynous face. His jaw is very close to being defined, but as it is, it tapers off into his chin smoothly. His chin itself is a little wide, and round, making his face look rounded overall. He has cheekbones that are bordering on being prominent, but ones that don’t give him a sharp look even though they are indeed visible. Lysander has a thin mouth, with his upper lip being thinner than the lower, and it is a pale pink color, almost appearing washed out compared to others’ lips. He has a round nose, complimenting the rest of his face, and it starts off wider, beginning at the “bottom” of the nose, and suddenly becomes drastically thinner as it reaches his eyebrows. In profile, this gives him something akin to a button nose. Lysander’s eyes are neither too wide or too closed off, but have pronounced lids both above and below, making them stand out on his face more. His eyebrows appear thick, but actually have few hairs, and start off a little further back than others’ eyebrows usually do. Finally, his ears are a bit big, and become more pronounced due to the fact that they are halfway turned outwards, instead of sticking to the sides of his head.

Lysander’s hair is no different than his eyes, in that that it is a dark, chestnut color. The difference here is the faint red that mixes seamlessly with the brown, like a gradient. It is not very noticeable unless one knows to look for it, or unless he stands under bright light. His hair is long enough that it nearly passes his shoulders. It isn't curly, nor is it completely straight. Instead, it has more volume, becoming wavy in certain places, and doesn't sit flat on his head. He has bangs long enough that they can easily blend with the rest of the locks, and they are parted to the right.

Lysander’s eyes are brown, and there is not a speck of another color in them, making them seem quite warm. With the way that the pupil almost blends into the brown, it can give him a friendly, open appearance.

Lysander has pale skin that can almost appear yellow in a certain light. Now, the eye-catching thing about it [and about the rest of him, actually] is that it is literally completely dotted with freckles. Not one inch of him is without them, and these are not even the small, unnoticeable type. Some of them are small, yes, appearing only as dots, but then there are the prominent ones, which can be seen in any light, at any time of the day. They cover his whole body, from his toes, to his fingers, to the top of his head, and have a brownish coloration.

        { Personality } Due to trauma and damage suffered in his teens, Lysander is a bit difficult to deal with.

For one instance, he can be rather spontaneous, and even uncontrollable. His limbs will apparently act out of his own accord, even if he is subconsciously moving them. He’ll run off to do something without the consent of others, no matter the danger that it poses to him. He has a hard time understanding rules, and doesn’t see why he isn’t allowed to this or that. Due to these restrictions, he has a strong, almost compulsive need to break the rules and do things on his own.

But Lysander is still an adult, and he knows this. He gets frustrated with others, when they don’t treat him right, but more importantly, he often gets frustrated with himself. He knows how he should act, and what he should do, but he constantly betrays himself. He gets angry, and he causes problems for others, and he simply becomes so annoyed with himself that it drives him to do even more bad things. So he makes new coping mechanisms, his main one being drinking himself silly behind others’ backs. In fact, he has developed quite the addiction to alcohol. He’s one of those quiet drunks, contrary to his usual personality, and sits thinking [or trying to think] instead of trying to bring the house down. When he is sober, he’s frustrated because he’s not drunk. When he’s drunk, he doesn’t care. He much prefers the latter.

Lysander is bad at planning. Actually, he’s horrible at planning. He has a hard time focusing, and his memory isn’t all that good either. Routines are important for him, because they make things much, much easier, not just for himself, but for everybody else around him as well. Busy schedules keep him occupied, and even if he isn’t the best at concentrating, he is glad that he has something to do as opposed to just sitting around and doing nothing. He isn’t very enthusiastic about it, but he appreciates it nonetheless. And speaking of lack of enthusiasm... sadly, it’s not the only thing that he seems to lack. While Lysander is a rather kind soul deep down, after the injury he has been found to have troubles expressing certain emotions at the right time. Even though he enjoys helping people, his blank face might make others wary of him. His sense of humor also, to put it crudely, went down the drain. Simply, it is not that he has lost these emotions, but that he doesn’t know how to react. The years passed have made him better at recognizing which actions fit which emotions.

At other, rarer times, Lysander acts... well, he isn’t shy about crudely expressing his interest in someone, that’s for sure. Lewd jokes are not beyond him. The one behavioral problem that Lysander really can’t bring himself to be ashamed of is this one. it brings him amusement, which he welcomes with open arms... never mind that he might offend a person in the process. During social situations, somebody always needs to be around him to stop him from offending somebody. The worst thing is that Lysander does everything with a straight face.
        { Strengths/Weaknesses } His obvious limitations due to brain damage. He doesn't have a lot of weight to throw around either, even though he's quite quick.
        { Power }  There isn’t really a name for Lysander’s power. The closest it could come to is biological manipulation, but it doesn’t encompass the whole of it. Lysander is able to manipulate what’s inside the body, to give person a disease or internal wound. He could also heal somebody of illness. He cannot use this power on himself.

{ Physical Appearance } Gunnar is an interesting character as far as his description goes, for both the good and the bad. To begin with, he has a strangely cute awkwardness to him; he is normally wearing an edged expression with deep aqua eyes that pronounce his skittish personality like a life story. Although he doesn’t tower above most other boys, he has a fair height of 5’8” and a slightly built body enough to get him past ‘lanky’, weighing at only 150 pounds.
His skinny shape tends to swoon back and forth like a ragdoll during a fighting stance, which both baffles and puts his opponents on edge, giving him the satisfactory he needs to put an end to the battle. Despite this, he often trips over himself and declares a clumsy outlook that mostly comes from nerves—and his wavy, quirky spine. Gunnar’s jaw is set straight and has a defined structure with no abnormal behavior what so ever. His nose is nothing compelling, either, and is smooth and seeks a common American shape, with a few transparent freckles that fleck the small bridge like the dapples of a burnt autumn leaf. His face seeks a youthful description that reflects the branches of his unique figure, and he could definitely fit under the category defined ‘cute’ if you can see past his tendency to shy away.
Gunnar’s hair is nothing cutting edge. It’s a shade of dark chestnut, nearly black under the light, and laps over his forehead by just a few inches. His hair spikes up at the meeting front like a pointed tip, and it remains a constant, normal length—nothing fancy, but a cute expression of himself and something to get by with. Although the boy is shy and secretive, he doesn’t portray any outcast traits and isn’t bold with his style or the way he dresses. In fact, he appears normal at a first glance except for his skinny frame and sorrowful expression.
His eyes however, seem to hold the [chilling] uniqueness of his appearance. Being a brunette, you wouldn’t expect to look up and spot dazzling blue eyes against blushing cheeks. They are in fact a warm aqua, and despite several encounters with strangers, he does not wear contacts. However, his pupils are very slit-like; whether or not this is a result of his ability isn’t known, but they give him an odd and almost scary appearance when dilated.

{ Personality } Gunnar is anything but a normal, obnixious male. He's a daydreamer and a planner. Often lurking about and keeping to his own thoughts, he comes off as an easy push over by the world; it only comes naturally to him to do what others say, and he has a way of being overly obedient, as his imperative history has molded the traits from his continence and a powerful feeling of dread. Despite his tendency to stray from the flock, Gunnar was once a sweet boy that would go to extreme heights to achieve another’s happiness just to see their smile. Kindness comes naturally to him and even if it’s hidden behind flushed cheeks and frightened blue eyes, the emotion can become blatant...It’s been hidden for many years. Deep down, he’s afraid of hurting people, and that’s why he chooses to beat himself over it. Unfortunately, all of this is hardly seen by the naked eye. He can be a pretty scary guy, given his strange appearance and darkened heart.

Gunnar is a quiet, shy boy that is often embarrassed by his actions or the things he says. He is normally wearing a deep flush to his cheeks and a nervous expression, showing the sadness that conflicts with previous memories and slaughters done by himself; he’s a sweet boy, but that doesn’t change the fact he’s also dangerous and could control anyone he please without lifting a hand. Whenever given the chance Gunnar will crawl off into the unknown and let his worries drift away. The problem with him is he’ll do anything anyone tells him to do...and that ultimately has led to his loss of freedom and several mental scares.

Fear has always been an obstacle for Gunnar. He’s petrified of the dark and anything related to it, as well as being locked in rooms, and he can become twitchy at the mere mention of either topics. Due to both previous and recent events, he has moved himself away from his fears to his best abilities, but it has given him a sense of crestfallen behavior that often brings out his flaws. As unobvious as it may seem, Gunnar wants friends more than anything, even if he can’t admit it to himself.
{ Strengths/Weaknesses } He has a fear of the dark and locked rooms from the inside. He is overly obedient and often talks to him himself, giving others the impression he has mental disabilities. Not only this, but Gunnar tends to be clumsy and isn’t great in conversation with others. In truth, he has lost a bit of his sanity, but not to a breaking point. His awkward spine and movements make it easy to slide past his victims, and most of his secrets are easily hidden behind two odd eyes. He’s strange, but looked on as weak because of it, which isn’t true at all. He’s easy to trust, being so sad and beaten up inside.
{ Power } Gunnar is able to control human limbs. He discovered this after meeting his partner, and although he couldn’t quite describe it at the time, he felt power whenever around him due to attachment. He is able to connect to another person’s muscle and veins, causing the ability to move them by mind like a puppet. It’s an odd little power, but easily a dangerous effect for his victims.

Strange figure Gunnar has a strange, almost feminine-like figure. It’s wavier than a normal structure and tends to put his appearance on edge, as if he came straight from a drawing. While this is both a pro and a con for him, he doesn’t seem to really care what others think of him.
