Apparently for dutch peoples the answer is 294 lol you could try that one, 'cause I checked and it works too, or maybe you're not using the right link, make sure you typed quill.pottermore.com/588 though

The quill is in a gallery. Click on the picture of a quill and it should take you to the register page. If you see a page saying something about the page vanished then... er... You did it wrong. ;p
