He's a council member from the N. Water Tribe but is actually an evil bloodbender who fought Aang Toph Sokka in the past.

Tarrlok is the son. He wasn't the original guy. His father, Yakone, was a bloodbender who could bloodbend at any given moment. Such as he can do. But. His bending was taken away because he did it in a council room while he was being charged. After trying to bloodbend Aang in the avatar state, he failed and aang took away his bend.
He had the same bloodbending style as his father.

I had already liked him before a bit, and then when he kidnapped Korra I wasn't sure what to do anymore... "I like this guy but he kidnapped Korra so I hate him too what do I do"

Then after what happened in the finale... I love Tarrlok. :>
